About Care Healing Center
Rape Crisis Intervention Service of Carroll County (RCIS) is now CARE Healing Center! RCIS has been the primary provider of free comprehensive services to survivors of sexual violence in Carroll County since 1978. And now with an expanded mission and new name, we also provide services for human trafficking victims of any age.
Our Support Services
We believe you. Healing is possible and we can help.
Our services are confidential and free for up to six months for survivors of all types of domestic and sexual violence, who are 5 and older, whether it happened today or in the past. At CARE Healing, we also provide support and counseling for friends and family members who are also affected.
We are here for you 24 hours a day, 7 days a week. Reach out to speak confidentially with a trained volunteer advocate who can offer you support, help you understand your options, and connect you with services.
What you do next is always your decision. Our advocates are here to listen and support your decisions about what is best for your healing.

Join us on a Ghostly Walk through historic downtown Westminster!
CARE Healing Center, in collaboration with the City of Westminster Parks and Recreation’s Spooky Saturday, will offer ghost tours on October 26th for one night only.
Adventurers will learn about the haunted locations in downtown Westminster on this candlelit walking tour. Stroll along with one of our knowledgeable guides to learn the bountiful history of our town with true ghost stories along the way. All tours will begin at the Winchester Exchange and end back at Main Street for KID FRIENDLY tours. All ADULT tours end at a location to enjoy refreshing “spirits to honor the spirits” of our small town after the tour.
